I beg that in laying my request to have these documents forwarded to His Grace The Secretary of State for the Colonies before His Excellency the Governor, you will convey to His Excellency my deep regret at being, unjustly to myself, and the profession of which I have the honor to be a member, compelled to take this step, which I do with much pain and reluctance.

As however this is the only course open to me unless I accept, without question or remonstrance, what I feel to be a most unjust and unmerited punishment, I must beg that His Excellency will be pleased to forward the petition and affidavits to His Grace, and to take such other steps in the matter as may in His Excellency's opinion be necessary to have the matter properly inquired into.

I have the honor to be

Sir,

Your most Obedient Servant

Edward H. Forster
